Engineering Specialist
GENERAL DESCRIPTION
- The World Bank portfolio currently consists of eight projects focused on the housing, energy, infrastructure, digital technology, health, agriculture and financial sectors. The portfolio includes three emergency investment projects, that require international implementation support: (i) the Disaster Vulnerability Reduction Project (DVRP), which focuses on resilient infrastructure and climate data collection; (ii) the Housing Recovery Project (HRP), which will contribute both to the recovery of housing for households affected by Hurricane Maria and improve the application of resilient building practices in the housing sector; and (iii) the Emergency Agricultural Livelihoods and Climate Resilience Project, which addresses the first phase of agricultural sector’s recovery. Each project has a Project Implementation Unit (PIU), within the respective portfolio Ministry, responsible for project implementation.
- The day-to-day technical management of DVRP and the HRP was delegated to Climate Resilience Agency of Dominica (CREAD) to remove bottlenecks and increase the implementation progress. Support for the three emergency projects is provided by a stand- alone Implementation Support Team (IST) under the CREAD which provides specialist procurement, safeguards, and fiduciary support to the respective PIUs. The PIUs will coordinate and work closely with the IST, drawing on the resources and expertise housed within. The IST staff will mentor and train the staff of the PIUs to build capacity within the ministries. This aligns with the GoCD’s directive of strengthening in-house capacity for project implementation and execution.
OBJECTIVES
The Engineering Specialist (ES) will provide technical advice and support to the Project Implementation Units of the WB-Supported project portfolio and associated Government of the Commonwealth of Dominica (GoCD) agencies on engineering and environmental aspects of projects during the design and construction phases.
RESPONSIBILITIES
The ES will perform the following tasks
- Provide technical guidance and assistance in planning, reviewing, procurement, and in overseeing design and construction of assigned projects;
- Establish close coordination with the technical officers of each WB project and associated GoCD agencies/institutions;
- Prepare technical and environmental inputs for assigned projects with appropriate quality assurance and quality control guidelines;
- Ensure quality control of contractors and consultants work by reviewing related project documents/reports, discussing problem areas, and rendering technical/engineering advice to relevant project stakeholders;
- Review current practices for construction supervision and put in place necessary quality assurance/ control mechanisms to ensure the quality of construction works.
- Ensure conformance of all technical and environmental aspects of assigned projects with the designs and with the requirements of the WB and GoCD institutions;
- Review technical and progress reports as may be required internally and/or as produced by consultants and/or contractors;
- Monitor the progress and technical/ environmental aspects of the project through all phases of design and construction to ensure compliance with established standards, specifications and quality requirements, and the adherence to contract commitments;
- Review technical and environmental submissions by the consultants and contractors for conformance to project specifications, and local regulations;
- Lead technical training and capacity building activities, and the development of design and material standards that enhance project delivery and sustainability for stakeholders;
- Prepare comprehensive monthly, quarterly, and ad-hoc technical and/or progress reports as required and/or as specified by the WB and associated GoCD agencies.
Minimum Required Qualifications and Experience
- Minimum of a bachelor’s degree in Civil Engineering. Post graduate qualification in civil or environmental engineering would be an advantage
- Minimum seven (7) years’ experience in design and construction.
- Internationally or regionally recognized professional engineering registration
- Knowledge and experience in contract administration and, FIDIC World Bank or other Multilateral Bank’s contract conditions would be an advantage.
- Professional Project Management Certification and experience managing large and complex disparate construction portfolios and projects in Dominica or other Eastern Caribbean Islands would be an asset.

- Integrity and confidentiality;
- Advanced computer (PC) skills, especially in Microsoft Office or related software;
- Strong analytical and report writing skills;
- Fluency in English Language with excellent written and oral communication and listening skills. TERMS OF ASSIGNMENT The estimated period of the services will be two (2) years with the possibility of renewal. The contract extension will be done on yearly basis depending on formal performance assessment. DUTY STATION The Engineering Specialist will be in the Climate Resilience Execution Agency of Dominica office where an adequate space and equipment will be provided to perform his/her work. REPORTING ARRANGEMENTS This position reports to the Head of the Major Capital Projects Unit of CREAD and/or the CEO of CREAD and will work in close coordination with the PIUs, IST and Ministries in implementing World Bank Projects.
