  1. The Government of Dominica, Ministry of Agriculture, Fisheries, Blue and Green Economy of Dominica has received financing from the World Bank toward the cost of the Emergency Agricultural Livelihoods and Climate Resilience (EALCRP) Project and intends to apply part of the proceeds toward payments under the contract for Improvement Works at the Woodford Hill Propagation Station at Woodford Hill.
  • The Ministry of Agriculture, Fisheries, Blue and Green Economy now invites sealed Bids from eligible Bidders for the Improvement of the existing site and structures: The project encompasses the construction of a Potting shed (54m2), a new shade house (387,5 m2), a new security booth (3.2 m2), a new generator shelter (6.2 m2) and the renovation of existing pump house (8 m2). The site is located in the heights of the village of Woodford Hill, in an area that is predominantly agricultural commonly known as Constant Spring, 1.2 kilometers south of the Primary School and 11.2 kilometers northwest of the Douglas Charles Airport. (Coordinates 15.56538925327688, -61.33548992510861) and the land area is 2.8 acres.
  • Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, : Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers Procurement Regulations for IPF Borrowers of July 2016 revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Interested eligible Bidders may obtain further information from the Emergency Agricultural Livelihoods and Climate Resilience Project, Project Implementation Unit

Attention Project Manager via email [email protected] with a copy to [email protected]; or via telephone or in person during office hours 8:00 a.m. to 5:00 p.m. on Mondays and 8:00 a.m. to 4:00 p.m. on Tuesdays to Fridays at the address given below.

  • The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by email.
  • Bids must be delivered to the address below on or before 2:30 p.m. February 21, 2024. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked

“FINANCIAL PART” shall remain unopened and will be held in safe custody of the

Employer until the second public Bid opening.

  • All Bids must be accompanied by a “Bid Securing Security” of XCD$64,512.00
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract
