  1. The Government of Dominica, Ministry of Agriculture, Fisheries, Blue and Green Economy of Dominica has received financing from the World Bank toward the cost of the Emergency Agricultural Livelihoods and Climate Resilience (EALCRP) Project and intends to apply part of the proceeds towards payments under the contract for Enhancement of the Gaulette River Farmers Service Centre at Gualette River.
  • The Ministry of Agriculture, Fisheries, Blue and Green Economy now invites sealed Bids from eligible Bidders for the Improvement of the existing site and structures of the Gaulette River Farmers’ Service Centre.

The project encompasses the construction of a new Facility and the renovation of the existing structure. Gaulette River is one of the seven hamlets within Kalinago Territory, situated between Mahaut River to the south and Salybia to the north. The site is located off the main highway adjacent to a church, 50.3 kilometers northeast of Roseau on the east coast of the island (Coordinates 15.485137922881679, -61.25538384819362) and the land area is 348 m2.

  • Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers,

: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers Procurement Regulations for IPF Borrowers of July 2016 revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the

Procurement Regulations.

  • Interested eligible Bidders may obtain further information from Emergency Agricultural Livelihoods and Climate Resilience Project, Project Implementation Unit Attention Project

  • The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by email.
  • Bids must be delivered to the address below on or before 10:30 a.m. February 15, 2024 Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  • All Bids must be accompanied by a “Bid Securing Declaration”
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award
