Specialized Technical Advisory Services and Development of Management Information System for Homeowner Driven Reconstruction

The Government of the Commonwealth of Dominica has received financing from the World Bank toward the cost of the Housing Recovery Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the development of systems processes for homeowner driven reconstruction, support to the development of beneficiary lists and development of a Management Information System (MIS). The services shall be carried out over a period of 8 months with subsequent additional 12 months of support to the maintenance of the MIS. The Consultant shall be required to commence services within two weeks (14) days of Contract signing, which is anticipated to take place no later than January 31, 2019.

The Ministry of Housing and Lands, Project Implementation Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • A licensed company or registered organization with at least 10 years of experience in the implementation or management of residential building works or programs in post-disaster environments
  • Demonstrated experience in post-disaster reconstruction programs and/or working on development projects financed by international financing institutions
  • At least 8 years of experience in homeowner-driven reconstruction programs following earthquakes and/or hurricanes
  • Demonstrated experience in developing and implementing Management Information System solutions in the post-disaster context
  • All applicants that meet the qualifying criteria will be ranked based on assessment of outlined criteria and level of exceedance
    Key experts will not be evaluated at this stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultant’s qualifications-based selection (CQS) method set out in the Procurement Regulations.
