Assignment Title: Update of the Morne Trois Pitons National Park and Morne Diablotin National Park Management Plans

The Government of the Commonwealth of Dominica has received financing from the World Bank toward the cost of Leveraging Eco-Tourism for Biodiversity Protection in Dominica ( and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Update of the Morne Trois Pitons National Park and Morne Diablotin National Park Management Plans. The assignment is for a period of twelve (12) months and is expected to commence in February 2024.

The Ministry of Environment, Rural Modernisation, Kalinago Upliftment and Constituency Empowerment now invites eligible Consultants to indicate their interests to providing the services. Interested Consultants should provide information demonstrating that they have the necessary qualifications and relevant experience to perform the services. The shortlisting criteria are:

For Firm providing Management Plan services:

• Be a legal entity with business license granted by a competent authority

• Present 10 years’ experience as a firm with core business in protected areas planning and management

• Present a past portfolio of at least 5 similar projects or assignments

• Show previous experience in conducting similar assessments in the Caribbean or small island developing states (SIDS);

• Demonstrate previous experience working with international development agencies.

• Demonstrate the technical capacity to undertake the assignment

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018, November 2020 and September 2023 setting forth the World Bank’s policy on Conflict of Interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) procurement method set out in the Procurement Regulations. Pursuant to section VII paragraph 7.11, the firm with the best qualifications and relevant experience will be selected and invited to submit its technical and financial Proposals for negotiations.
