Assignment Title: Technical Advisor- Indigenous Communities/ Agriculture and Land Use

The Government of the Commonwealth of Dominica has received financing from the World Bank toward the cost of Leveraging Eco-Tourism for Biodiversity Protection in Dominica and intends to apply part of the proceeds for consulting services.

Objective of Assignment

The purpose of this consultancy is to provide technical assistance to the indigenous community of the Kalinago Territory with the implementation of Component three (3) of the LETBP project. The Consultant is expected to mobilize Component 3 of the project by working closely with all relevant stakeholders to link the activities with complementary programs and initiatives at the Kalinago territory.

Required Qualifications & Experience

Qualifications

  • University degree (bachelor’s) or equivalent professional qualification in forestry, agriculture, land use planning, natural resource management, ecology, social development studies, project management or other relevant subjects.

Experience

  • At least five (5) years of experience working with local and/or indigenous communities.
  • At least five (5) years of practical experience in project development and management
  • Proof of successful engagement with community participatory approaches to natural resource management and social development.
  • Good knowledge of local governance systems, arrangements for indigenous communities particularly the Kalinago of Dominica, and development of micro rural enterprises.
  • Knowledge of lending policies of multi-national lending organizations.
  • Understanding of local Kalinago knowledge and heritage.
  • Conflict resolution is an asset.

Skills

  • Excellent interpersonal and communication skills.
  • Attention to detail and good problem solver.

The Ministry of Environment, Rural Modernisation, Kalinago Upliftment and Constituency Empowerment invites eligible Individuals to indicate their interests to providing the services. Interested Individuals should provide information demonstrating that they have the necessary qualifications , relevant experience and skills to perform the services.

The attention of interested Individuals is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018, November 2020 and September 2023 setting forth the World Bank’s policy on Conflict of Interest. In addition, please refer to the following specific information on conflict of interest related to this assignment i.e., 3.17 (c) & (d) of the Procurement Regulation.
