
The Electoral Reform Coalition (ERC) acknowledges the government’s recognition of the significance of the collapse of the roof at the Dominica Grammar School construction project site. We welcome the government’s decision to appoint an independent body to investigate this incident.
Nevertheless, the appointment of a solitary engineering firm to conduct the investigation may compromise its integrity, as the scope of such an inquiry cannot be thoroughly addressed by a single professional entity. It is likely that this entity may have existing or past relationships with the developer, contractor, and other personnel associated with the project. For transparency and in the avoidance of conflict of interest, if the government insists on engaging a solitary firm, it should be subject to scrutiny and due diligence.
The investigation must consider other projects undertaken by the developer and contractor, as well as the methodologies employed in their execution. The absence of casualties from the roof collapse should not diminish the severity of the situation, which had the potential to be catastrophic.
This week, a report from the Dominican Republic detailed the collapse of a roof that resulted in 243 fatalities, leading to the immediate arrest of the owners. The Commonwealth of Dominica is fortunate that divine intervention prevented a similar tragedy, as the roof could have collapsed post-completion when fully occupied.
The ERC therefore recommends:
- Appointing a high court judge to lead the investigation.
- Forming an investigative team comprising at least three qualified professionals in the construction industry, a lawyer, and a health and safety expert.
- Ensuring the investigation encompasses the design of the facility, approved drawings and certifications, working and as-built drawings, and all relevant project records.
- Conducting a thorough examination of all structural building materials and test results.
- Including other structures within the project in the investigation.
- Investigating other projects on the island undertaken by the developer and contractor.
Regrettably, the students, staff, and management of the Dominica Grammar School will likely face extended inconvenience. However, a structural collapse of this magnitude necessitates a comprehensive and methodical approach, leaving no room for quick fixes.
In jurisdictions where professional organizations are operational, engineering and architectural associations would spearhead the investigation.
The ERC advises the government of Dominica that this matter pertains to the life and safety of our citizens. Therefore, every precaution must be taken to avoid compromising the investigation, which could otherwise lead to fatal consequences.
