Dominica Develops First Ecosystem-Based Fisheries Plan with FAO Support

The Ministry of Agriculture, Fisheries, and the Blue and Green Economy, in collaboration with the Food and Agriculture Organization (FAO), is leading the development of the country’s first Ecosystem Approach to Fisheries Management (EAFM) Plan. This initiative, facilitated by Marine expert Dr. Camille David, aims to enhance the sustainable management of Dominica’s marine resources while balancing ecological health with the needs of the fishing and tourism sectors.

The EAFM Plan will focus on four key marine areas: Soufriere-Scotts Head, Mero, Portsmouth, and the Sperm Whale Reserve. These areas are vital to Dominica’s food security, economy, and biodiversity. The plan is being developed through a participatory process to ensure the sustainable use of marine resources while addressing challenges such as overfishing, habitat degradation, and impacts on climate change.

Stakeholder engagement has been central to the planning process. Fishermen, city councils, restaurant and hotel owners, conservation groups, and other key community members have been actively participated in consultations in Soufriere-Scotts Head, Mero, and Portsmouth. The final consultation for the Sperm Whale Reserve is scheduled next, followed by a validation session to ensure stakeholder consensus before the plan is finalized.

Recognizing that each marine area presents distinct challenges and opportunities, the EAFM Plan outlines specific goals and strategies for each region. This tailored approach ensures that the plan effectively addresses the needs of local communities while promoting sustainable fisheries management. The Soufriere-Scotts Head area serves as the model blueprint, with its framework guiding the development of management strategies for the remaining marine zones.

The Ministry of Agriculture, Fisheries, and the Blue and Green Economy extends its appreciation to FAO for its technical support and to Dominica’s Fisheries Division for their hands-on involvement in the process. Their contributions have been instrumental in fostering collaboration and ensuring that the plan is practical and impactful.

With stakeholder consultations nearing completion, Dominica is on track to finalize and implement the EAFM Plan in the coming months. This initiative marks a significant step toward strengthening livelihoods, protecting marine ecosystems, and ensuring the long-term sustainability of the country’s fisheries.
