PHASE 1 – LOUBIERE TO GRAND BAY ROAD
CONSULTANCY SERVICES FOR DEVELOPMENT OF A GENDER RESPONSIVE AND SOCIALLY INCLUSIVE ROAD SAFETY AWARENESS COMMUNICATION STRATEGY – FIRM SELECTION
REQUEST FOR EXPRESSIONS OF INTEREST
The Government of the Commonwealth of Dominica (GOCD) has applied for financing from the Caribbean Development Bank (CDB), United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Road and Bridges Rehabilitation Loubiere to Bagatelle – Post Tropical Storm Erika Project (Phase 1 – Loubiere to Grand Bay Road) and intends to apply a portion of the proceeds to eligible payments under this contract. Payment by CDB will be made only at the request of GOCD and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits a withdrawal from the Financing Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOCD shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Climate Resilience Execution Agency for Dominica (CREAD) is the Executing Agency for the Project and is responsible for its implementation in collaboration with the Ministry of Public Works and Digital Economy. CREAD will coordinate the various activities within the Project. CREAD now wishes to procure consultancy firms for the Development of a Gender Responsive and Socially Inclusive Road Safety Awareness Communication Strategy.
Brief Description of the Consulting Services
The aims of this consultancy include the development and implementation of Gender-responsive Road Safety Awareness Communication Strategy for the Phase 1 – Loubiere to Grand Bay Road Project. Specifically, the consultancy will:
- (a) produce materials and raise road safety awareness of the public via multiple media channels;
- (b) emphasise road safety awareness of men, women, age cohorts (children, youth, elderly and working age), persons with disabilities (PWDs), among other at-risk groups; and
- (c) assess the success of the implemented strategy.
The Consultants will perform all investigative work, and analyses to realise the abovementioned objectives. Timeframes
The duration of the assignment is expected to be for a period of 100 days over 24 months.
CREAD now invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.
Eligibility
Firms, whether applying individually or in the form of a Joint Venture, shall be eligible to participate if:
- (a) legally incorporated or otherwise organized in and have their principal place of business in an Eligible Country;
- (b) more than fifty (50) percent beneficially owned, by a citizen or citizens and/or a bona fide resident or residents of an Eligible Country, or by a body corporate or bodies meeting these requirements, as far as the ownership can be reasonably determined;
- (c) they have no arrangement and undertake not to make any arrangement whereby the majority of the financial benefits of the contract, i.e., more than fifty (50) percent of the value of the contract, will accrue or be paid to sub-contractors or sub-consultants that are not from an Eligible Country; and
- (d) in all cases, not be subject to any restrictions under European Council Regulation No 2580/2001 of 27 December 2001 or the Terrorism (United Nations Measures) 2009 of the UK with a view to combating terrorism.
Eligible Countries
Eligible countries are member countries of CDB. Consultants are advised to review the detailed eligibility criteria detailed in Section 4, and conflict of interest provisions in Section 5, of the Procurement Procedures for Projects Financed by CDB (January, 2021), as published on CDB’s website.
Submission
In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments and existing commitments. Key Experts will not be evaluated at the shortlisting stage.
All information must be submitted in English. Further information may be obtained from the first address below between 8:00 am and 4:00pm hours (local time) Monday to Friday.
Submissions of Expression of Interest must be in English and must be submitted by 4:00 pm (1600 hours), local time on January 4, 2022.
The method of submission is as hereunder:

Following the assessment of submissions, a short-list of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. The GOCD reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. GOCD will not be bound to assign any reason for not shortlisting any applicant and will not defray costs incurred by any applicant partially or in its entirety in the preparation and submission of Expressions of Interest.
