  1. The Government of Commonwealth of Dominica (GoCD) has received financing from the World Bank Group towards the cost of the Caribbean Digital Transformation Project -Dominica and intends to apply part of the proceeds toward payments under the contract for Hardware Equipment/Tools for e-Office Deployment.
  1. The Project Implementation Unit of the Caribbean Digital Transformation Project, Ministry of Public Works, Public Utilities, and the Digital Economy–now invites sealed Bids from eligible Bidders for the Procurement of Hardware Equipment/Tools for e-Office Deployment under the following Lots: 
  • Lot 1 – DMS Desktop Scanner 
  • Lot 2 – Daily Workflow Scanner
  • Lot 3 – Desktop Computer, Printer and Conference System  

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 and 3.15 setting forth the World Bank’s policy on conflict of interest. 

4. Interested eligible Bidders may obtain further information from the Caribbean Digital Transformation Project Implementation Unit, Ministry of Public Works, Public Utilities and the Digital Economy, by sending an e-mail to Dr. Jermaine Jewel Jean-Pierre, email address: dtpuprocurement@dominica.gov.dm with a copy to jeanpierrej@dominica.gov.dm, or contacting the Project Implementation Unit during office hours 8:00 a.m. to 5:00 p.m. on Mondays and 8:00 a.m. to 4:00 p.m. on Tuesdays to Fridays, on the telephone numbers provided below.

5. A complete set of bidding documents in English can be obtained by interested eligible Bidders on the following website: http://cardtp.gov.dm/procurement-activities or on request made by e-mail to dtpuprocurement@dominica.gov.dm with a copy to jeanpierrej@dominica.gov.dm

6. Bids must be delivered either by hand or courier to the address below in para. 9 on or before      10:00 AM Eastern Caribbean Time on February 11, 2026. Electronic Bidding WILL NOT be permitted. LATE BIDS WILL BE REJECTED. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below stated in para. 9 or via videoconferencing platform – Zoom on February 11, 2026 at 10:15 AM Eastern Caribbean Time. A Zoom link for the Bid Opening will be provided on request. 

7. All Bids must be accompanied by a Bid Security Declaration using the Bid Securing Declaration form provided in Section IV – Bidding Forms – in the Bidding Document.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
