  1. The Government of Dominica, Ministry of Agriculture, Fisheries, Blue and Green Economy of Dominica has received financing from the World Bank toward the cost of the Emergency Agricultural Livelihoods and Climate Resilience (EALCRP) Project and intends to apply part of the proceeds towards payments under the contract for Construction of Central Livestock Farm Administrative and Storage Facility at Londonderry.
  • The Ministry of Agriculture, Fisheries, Blue and Green Economy now invites sealed Bids from eligible Bidders for the Construction of Two new facilities for the Londonderry site: one administrative building and one storage building. The site is located in the North-East area of the Island (Coordinates 15.553934583999629, -61.300442757487325) and the land area is 665 m2.

The administrative building is to be placed on the site of an existing structure which is to be demolished and the Storage Building will be replacing an existing container. The works consist of one Main office with a reception area and three (3) additional offices. It also includes a Conference Room; one Dormitory to accommodate twelve 12 staff with M/F baths

and restrooms with kitchen; parking and garage; Electricity Installation, wind turbine, solar panels and generator. The site works include Security Booth, Perimeter Security Fence and Gate; Rain Water collection, Water Storage with lines to all points, Septic Tank and Wheel Bath. The office and rooms include furniture, appliances, tools and equipment. The new accommodation building has a surface of 400 m2 and the new storage building has 78 m2.

  • Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers,

: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers Procurement Regulations for IPF Borrowers of July 2016 revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the

Procurement Regulations.

  • The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by email.
  • Bids must be delivered to the address below on or before 12:15 p.m. February 15, 2024 Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  • All Bids must be accompanied by a “Bid Security” of XCD$118,272.00
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award
