Assignment Title: Technical consultancy for social-economic analysis ( participatory planning)

The Government of the Commonwealth of Dominica has received financing from the World Bank toward the cost of Leveraging Eco-Tourism for Biodiversity Protection in Dominica and intends to apply part of the proceeds for consulting services.

Objective of Assignment

The purpose of this consultancy is to provide technical support in the capacity of a Land Tenure Specialist within the first Component of the LETBP project under the activity Demarcation and Establishment of a Buffer Zone for the Morne Diablotin National Park. A Land Tenure Specialist will work in close collaboration and coordination with the company providing Land and Survey services for the demarcation and establishment of a buffer zone for the Morne Diablotin National Park.

Experience

  • At least 5 years of professional experience in Protected Areas management, Land use
    planning and/or Forest management.
  • Experience working with land owners, farmers and/or squatter communities.
  • Demonstrated leadership and technical ability to develop and effectively communicate
    complex ideas to a variety of stakeholders, in both technical and user-friendly language.
  • Knowledge of the institutional framework for Protected Areas in Dominica.
  • Knowledge of Dominica’s social structure and development challenges.
  • Work experience in the Caribbean will be considered an asset, specifically in Dominica.
  • Knowledge of the proposed buffer zone and interpersonal relationship with communities and individuals in the area will be considered an asset.

Skills

  • Proven ability to provide technical guidance to a wide range of stakeholders to achieve
    stated project objectives.
  • The ability to mediate between stakeholders with different knowledge of Protected Areas
    management, priorities, and interests.
  • Strong data management, reporting and analytical skills.
  • Excellent interpersonal and communication skills.
  • Strong teamwork skills and the ability to understand team needs and develop ideas to
    meet the assignment objectives.
  • Ability to meet deadlines and prioritize multiple tasks.
  • Proficiency in the use of Microsoft Office Applications and software for the design of
    communication materials.
  • Ability to communicate in Creole language will be considered an asset

Interested Individuals should provide information demonstrating that they have the necessary qualifications , relevant experience and skills to perform the services.

The attention of interested Individuals is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018, November 2020 and September 2023 setting forth the World Bank’s policy on Conflict of Interest. In addition, please refer to the following specific information on conflict of interest related to this assignment i.e., 3.17 (c) & (d) of the Procurement Regulation.
