Assignment Title: Design and Supervision of works for the Enhancement of Existing Fish landing Sites

The Government of the Commonwealth of Dominica has received financing from the World Bank toward the cost of the Emergency, Agricultural Livelihoods & Climate Resilience Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Design and Supervision of works for the Enhancement of Existing Fish landing Sites. The assignment is for a period of twelve (12) months and is expected tocommence in November 2023.
Objective of the assignment:
The overall objective of the Consultancy is to provide necessary surveys, geotechnical, architectural, and engineering design and construction supervision services for the preparation of site assessment reports, design briefs, designs, working drawings, technical specifications, bills of quantities and bidding documents for the works including rehabilitation/construction slipways, cold storage, locker rooms, and hygiene and sanitation and marketing/vending amenities to be undertaken at the selected fish landing sites.

The Ministry of Agriculture, Fisheries Blue and Green Economy now invites eligible Consultants to indicate their interests to providing the services. Interested Consultants should provide information
demonstrating that they have the necessary qualifications and relevant experience to perform the services. The shortlisting criteria are:
For Firm providing Design and Supervision services:
- Be a legal entity with business license granted by a competent authority
- Present suitable qualified engineers or counterparts who have been locally registered with the Dominica Board of Engineering (DBOE)
- Demonstrate experience in the design and/or construction of naval or marine facilities in developing countries and specific experience of the design of the facility
- Demonstrate technical capacity to undertake the assignment
- Demonstrate supervision of construction programs and the provision of project/construction management services
The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018, November 2020 and September 2023 setting forth the World Bank’s policy on Conflict of Interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) procurement method set out in the Procurement Regulations. Pursuant to section VII paragraph 7.11, the firm with the best qualifications and relevant experience will be selected and invited to submit its technical and financial Proposals for negotiations.
