UWP Calls for Reinstatement of Birth Certificate and Photo ID in Confirmation Process

  1. The United Workers Party – Team Dominica calls upon the Electoral Commission to immediately withdraw, reverse, or revoke SRO 39 in favour of reinstating the provisions contained in SRO 27 of 2025, which authorize the use of a birth certificate along with a photo ID for the confirmation of electors.
  2. This urgent call is made in light of the thousands of potential voters in Dominica who either do not possess the IDs required under SRO 39 or will face challenges obtaining them. The Commission’s lapse in judgment in this matter risks disenfranchising voters who may ultimately have their names removed from the voters list.
  3. We also wish to highlight the severe hardship placed on individuals who wish to confirm but have no confirmation centres within their villages. This is particularly true for communities such as Morne Prosper, San Sauveur, and Warner. Furthermore, constituencies such as Roseau North—the largest in Dominica—have only two centres, meaning entire communities must travel significant distances, often incurring additional costs, in order to confirm.
  4. It is evident that the current confirmation process is overly burdensome for many voters. Every effort must therefore be made by the Commission to swiftly resolve these issues. To help remedy the situation, we request that enrollment officers be allowed to rotate throughout the constituencies on different days during the confirmation period to accommodate those wishing to confirm at minimal cost and inconvenience.
  5. Finally, we call upon the Electoral Commission to immediately restart registration of new voters, consistent with Article 17(1) of the Registration of Electors Act 2025, which mandates continuous registration.
  6. We believe that failure by the Commission to urgently address these concerns will negatively impact the electoral process in Dominica and may prevent thousands of eligible Dominicans from exercising their right to vote.
  7. It is critical that the Electoral Commission acts swiftly and decisively to preserve our democratic traditions and ensure that future elections are not adversely affected due to inaction.
