A survey was organized in May 2018 to get data on who were the active contractors in Dominica. Based on the survey, President of the Builders and Contractors Association of Dominica (BCAD), Mr. Anthony Leblanc stated that close to 100 small contractors were identified and registered with the Association.

From the needs identified by these contractors, the BCAD developed a training program with an aim to get them up to speed administratively and legally by ensuring that their businesses were registered for paying of Social Security, taxes and VAT, among others.

The purpose of getting these contractors registered is to ensure that the quality of work provided meets with the standards of the BCAD. Mr. Leblanc laments that it has been over a decade that a lack of trained personnel exists and therefore an upgrade is needed in this regard.
