OPM- The Government of Dominica, through the Ministry of Planning, Economic Development, Climate Resilience, Sustainable Development, and Renewable Energy, has advanced to the final phase in the development of a Population Policy to complete a system of structures for ensuring resilience in a
Dynamic Dominica. This phase involves the actual drafting of the policy and forms part of a consultancy which began in June 2022 and is expected to be completed in September 2022. The consultancy is being realized with the support of the United Nations Population Fund (UNFPA), with Dr. Jose Miguel Guzman (PhD) of No Brainer Data as Lead Consultant.
The three key components of the final phase are a national dialogue with key stakeholders, the drafting of the Policy and Action Plan, and the formalization of the policy.
Key deliverables include an inception report with detailed methodology for the population policy and action plan development; an outline of the Population Policy and Action Plan for national consultations; and the draft Population Policy and Action Plan based on the review of relevant documents, stakeholder consultations, engagement and validation.
A draft Monitoring and Evaluation Plan, Results Framework, as well as the final Population Policy and Action Plan with the requisite human, organizational, institutional, legal, and material adjustments will be submitted by the Consultant to the Ministry of Planning, Economic Development, Climate Resilience, Sustainable Development and Renewable Energy and UNFPA.
The Consultant and the Ministry of Planning will be actively engaging nationals and development partners in a series of dialogues on issues that are salient to the development of the Population Policy and Action Plan. Members of the public are invited to participate in the conversation and contribute to this key strategic document which will address Dominica’s population needs in a manner that is informed, strategic, and consistent with the country’s development goals.
