The Government of Saint Lucia has received financing from the World Bank toward the cost of the Disaster Vulnerability Reduction Project, and intends to apply part of the proceeds toward payments under the contract for procurement of non-consulting services for LIDAR (Topography & Bathymetry) and Image Data Collection and Processing.
The Department of Economic Development, Transport and Civil Aviation, now invites sealed Bids from eligible Bidders for topographic LiDAR data acquisition, Bathymetric LiDAR data acquisition, Aerial image data acquisition, Processing of the Topographic LiDAR data, Processing of the Bathymetric LiDAR data, Processing of the aerial images, Orthophoto and GNSS base stations in Saint Lucia. Delivery of the non-consulting services (survey and processing of the data) must be completed within nine months of contract effectiveness.
Bidders shall have the following experience and capabilities requirements:
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011 (and revised July 2014) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
Interested eligible Bidders may obtain further information from Project Coordinator, Disaster Vulnerability Reduction Project, email chmathurin@gosl.gov.lc and inspect the bidding documents during office hours 0900 hours (9:00am) to 1500 hours (3:00 pm) daily from Monday to Friday at the address given below (*) from December 24, 2018.
The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of United States seventy-five (US$75.00). The method of payment will be by certified cheque, or telegraphic Bank transfer to Bank of Saint Lucia (Account # 901367740, Swift Code: bosllclc) payable to the Disaster Vulnerability Reduction Project. The document will be sent by Courier to bidders overseas.
Bids must be delivered to the address below (**) on or before February 13, 2019 at 9: 30a.m (0930 hours). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below (***) on February 13, 2019 at 10:00 a.m. (1000 hours).
All Bids must be accompanied by a Bid Security of United States thirty-two thousand five hundred dollars (USD32,500.00).
