JCI DOMINICA BESTOWS SENATOR HONOR TO PAST PRESIDENT

On Monday 11th January 2021, JCI Dominica held its annual Installation and Awards ceremony of its 2021 board of directors at the Windsor Park Sports Stadium conference room, under the theme “Celebrating A Legacy.”

The highlight of the evening was the Senate award bestowed to President Emeritus Eliud T. Williams, who was an outstanding Past President of JCI Dominica.

More than 50 years ago, the JCI Senate was established to recognize the outstanding achievements and service of JCI members worldwide. JCI Senators display determination and leadership and are encouraged to stay connected and provide support throughout the entirety of their lives.

Sen. Williams joined JCI Dominica in 1960 and was President of JCI Dominica 1974/75. He is a former Permanent Secretary in the Public Service of Dominica and served as Managing Director of the Eastern Caribbean Telecommunications Authority (ECTEL) from 2004 to 2008.

He began his working life as a youth leader, social worker, and an officer in the Cooperatives Development Division. He is a graduate of the University of the West Indies with an honors degree in Accounting and a Master’s degree (distinction) in Business Administration. He is a fellow of the Chartered Management Institute (FCMI) of the United Kingdom and a Senior Consultant at WHITCO Inc. He was appointed to the office of Permanent Secretary in the Ministry of Agriculture in 1987 in which he provided an ideal opportunity to demonstrate his skills in policy planning and analysis.

During that period, the banana industry faced major challenges in sustaining the recovery and expansion program that had been initiated the year before. His tenure as Permanent Secretary spanned a period of 17 years. Mr. Williams has also attended specialized short-term training courses in Development Administration at the Manitoba Institute of Management and in Regulatory Policy and Strategy at the University of Florida, Gainesville. He has lectured in various business subjects in the public and private sectors and has been advising SMEs on Financial Management, General Management, Policy Planning, and Organizational Development.

He also served in various capacities in the Credit Union Movement as well as other NGOs.

He is a former Chairman of the Board of Governors of the Dominica State College, Chairman of  the Board of Directors at the Independent Regulatory Commission (IRC), and President of the

Roseau Co-operative Credit Union Limited (now NCCU). Mr. Williams is currently the Chair of the National Standards Council and a member of the National Health Commission (NHC). During the last four years, he served the private sector as an officer and/or director of the Dominica Association of Industry and Commerce (DAIC).

Mr. Williams has been the recipient of various national awards. He received the Sisserou Award of Honor in 2009 for distinguished service as a Senior Public Sector Manager. In 2012, upon his elevation to the Office of President of Dominica, the Dominica Award of Honor (DAH) was conferred upon him.
