ECTEL Launches Round Two of the Pearl Allison Lake (P.A.L.) Scholarship Fund

The Eastern Caribbean Telecommunications Authority (ECTEL) is pleased to announce the launch of the second round of applications for the Pearl Allison Lake (P.A.L.) Scholarship Fund. This second application cycle follows the selection and recognition of the Fund’s inaugural cohort of scholarship recipients, who received financial assistance to support their secondary school education in ECTEL’s Contracting States.

The P.A.L. Scholarship Fund was established in honour of the late Pearl Allison Lake, a dedicated member of the ECTEL Directorate who served the organisation for 20 years until her passing in June 2024. Deeply passionate about children and education, Pearl believed firmly in the transformative power of learning and opportunity.

Launched in September 2025, the scholarship programme attracted strong regional interest, receiving forty-one (41) applications from across ECTEL’s Contracting States. Following a rigorous evaluation process, five students were selected as the inaugural recipients and each received EC$1,500 to assist with their educational expenses.

The first cohort of P.A.L. Scholarship recipients are:

• Raeshel Le Blanc – Portsmouth Secondary School – Commonwealth of Dominica

Jayeem Peters – St. Rose Modern Secondary School – Grenada
​• 
Tivaun Patrick – Cayon High School – St. Kitts and Nevis
​• 
Naomi Louis – St. Joseph’s Convent – Saint Lucia
​• 
Rayshawn Charles – St. Joseph’s Convent Marriaqua – St. Vincent and the Grenadines

Cheque presentations were conducted in collaboration with the National Telecommunications Regulatory Commissions (NTRCs) in each Contracting State, providing an opportunity to celebrate the students’ accomplishments and recognise their potential. The NTRCs also used the opportunity to provide an update on their work and highlight activities organized by the Commission in which the students could participate.

Reflecting on the programme’s impact, ECTEL’s Managing Director, Mr. David Cox, stated:

“The Pearl Allison Lake Scholarship Fund is a meaningful way for us to honour Pearl’s legacy while investing in the future of our region. The achievements of our first cohort demonstrate the talent and promise that exist throughout our Contracting States. We are delighted to continue this initiative and encourage eligible students to apply for the next round of scholarships.”

The scholarship is designed to support students throughout their secondary school education, provided they maintain a minimum academic average of 70% and continue to demonstrate good character and commitment to their studies.

Applications for the second round of the P.A.L. Scholarship Fund are now open. Eligible students from ECTEL’s Contracting States are encouraged to apply and carefully review all application requirements to ensure complete submissions (see links below) by 12 midnight AST on July 19th. Details on eligibility criteria, application procedures, and deadlines can be obtained through www.ectel.int and the respective NTRCs’ websites.
