Department of Customs and Excise explains how the Comptroller of Customs collects the Health and Citizen Security Levy.

The Customs & Excise Dept. applies the Health and Citizen Security Levy (HCSL) on goods at the port(s) of entry. The HCSL is imposed at a rate of 2.5% on imported goods entering Saint Lucia, excluding those listed as exempt.

For example, when a shipment of goods like tires, clothing items, or skin care products arrives at the port(s), Customs officers will then add the HCSL along with the other requisite fees associated with the importation of goods entering Saint Lucia. 

The HCSL is not applied to goods at the point of sale like supermarkets and retail stores.

Revenue from the Health and Citizen Security Levy will be used to support Universal Healthcare to make this priority a reality.
