Assignment Title: Consultant Services for Audit, Design and Supervision of Civil Works for Rehabilitation of the Waitukubuli National Trail (WNT)

The Government of the Commonwealth of Dominica has received financing from the World Bank toward the cost of the Emergency Agricultural Livelihoods and Climate Resilience Project (EALCRP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include audit, engineering design and supervision of civil works for restoration of the Waitukubuli National Trail (WNT).
Objective of the Consultancy Assignment
The overall objective of this engagement is to assist the Forestry Division to implement and lead an
assessment/audit and rehabilitation of WNT.
Brief Scope of Consultancy
o Conduct an Audit Assessment, Mapping of the entire WNT – all 14 segments
o The consultant shall embark on a series of field trips along each segment of the WNT to document all trail hazards, conditions of infrastructure and amenities
o Classify all damage to infrastructure (trails, buildings, water crossings and other amenities) make recommendations for their rehabilitation
o Preparation of design briefs for all 14 segments
o The Consultants will prepare detailed cost estimates for rehabilitation of infrastructure to include buildings, pedestrian bridges etc. and when contract documentation is complete the consultant will be responsible for ensuring that the construction of all facilities is completed within the agreed cost limits.
The consultancy will be carried out in three (3) phases:
o Phase 1: Audit Assessment for Rehabilitation Works on the Waitukubuli National Trail (WNT.
o Phase 2: Design for Rehabilitation Works on the Waitukubuli National Trail (WNT).
o Phase 3: Construction/Rehabilitation Management and Supervision (Time based Contract)
Duration of Phases 1 & 2 will be 18 weeks from start-up.

Request of Expression of Interest (REoI)
The Ministry of Blue and Green, Agriculture and National Food Security through the Emergency Agriculture Livelihoods & Climate Resilience Project (EALCRP) now invites eligible Consultants to indicate their interests indicating that they are qualified to perform the services (CV, Brochures, Description of similar assignments, experience in similar conditions and availability of appropriate skills etc.).
The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018 and November 2020 setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment (i.e. 3.17 of the Procurement Regulation).
The shortlisting criteria are:
o Minimum Professional qualifications: Bachelor of Science Degree in Civil or Architectural Engineering Design, Construction and Project Management of key personnel;
o Have at least 3 years verifiable engineering design experience with regard to World Bank funded projects and/or similar projects funded by other multilateral and bilateral development partners.
o Proficient use of mapping technology
o Proven track record in successfully undertaking construction projects in sensitive ecosystems.
o Practical experience working in rugged outdoor conditions on similar projects such as building recreational facilities, trails, bridges
o Demonstrated abilities for understanding interpretation of nature sites
o Excellent knowledge of applicable specifications for trail construction (Easy, Moderate, Difficult and Extremely Difficult, head room, trail bed alignment).
o Understanding the demands for applying environmental considerations into the planning and development of structures within eco-tourist sites
o Include CVs of key personnel to be used on the assignment. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Consultant Guidelines.
