Unstable conditions due to the presence of a trough system are expected to generate occasional cloudiness and a few showers across the island during today, while a tropical wave approaches the southern portion of the island chain.

Moderate to rough sea conditions are expected during the next 24 hours with waves up to 10.0ft, due to an increase in surface winds across the area. A Small Craft Warning is in effect for above normal seas. Small craft operators and sea bathers should exercise extreme caution.

Meanwhile, Tropical Depression number 28 which formed in the Northwestern Caribbean Sea near Cuba yesterday has developed into tropical Storm Zeta early this morning. This system poses no direct threat to Dominica.
