ENGINEER’S DESCRIPTION – BNTF 11 PROPOSED SUB-PROJECTS

Education & Human Resource Development 

House of Hope Centre Refurbishment

This sub-project is located in the community of Delices in the south east of Dominica. The existing structure is which measures approximately 2500 square feet is a one and a half storey building (storeroom and equipment room for solar system on the basement floor; kitchen, bedrooms, bathrooms, living / dining room, laundry room on the ground floor). The building served as a resident care facility for the most vulnerable persons within the community to include the elderly and disabled persons. The existing concrete roof slab is experiencing severe corrosion of the steel reinforcement and spalling of the concrete surface which renders the building unsafe for occupancy and is in need of rehabilitation.

The scope of works includes:

  • Remove and store roof mounted Solar PV System for future installation upon completion of rehabilitation works
  • Demolition of the existing reinforced concrete roof slab
  • Construction of a new reinforced concrete roof slab
  • General repairs – upgrade of plumbing and electrical installations; doors and windows where necessary
  • Surface finishes – tiling, painting
  • Upgrade of kitchen cupboards and cabinets 

Roseau Youth Centre Rehabilitation

This sub-project is located on High Street in the capital city Roseau in the south of Dominica.  This building served as a safe haven for the youth to learn, and recreate. Currently, the existing structure is in a dilapidated state and not in use.  

The rehabilitation of the Roseau Youth Centre will provide the youth of the island with an empowering space for engagement in various economic, social, recreational, and skills development activities.

The proposed concept is to rehabilitate the structure in phases. This initial phase should consider at minimum a conference/ meeting hall, offices for staff members, washrooms, and a kitchenette. Future phases will include dormitories, work areas for skills training, storeroom, and improved outdoor space. 

The scope of works includes:

  • Demolition
  • General repairs – upgrade of plumbing and electrical installations; concrete blockwork; doors and windows 
  • Surface finishes – rendering, tiling, painting
  • Upgrade of kitchen cupboards and cabinets 

Student Engagement Centre Rehabilitation, Dominica State College (DSC)

This sub-project is located at the Dominica State College (DSC) in the community of Stock Farm, Dominica. Key infrastructure that focused on providing the student body with social spaces to support student groups, student dinning and nourishment, social interaction and emotional decompression, was damaged during the passage of Hurricane Maria in September 2017. 

This sub-project aims to reintroduce and improve on invaluable student spaces through the construction of an open air gazebo to include furnishing, and refurbishment and furnishing of an existing structure which measures approximately 2584 square feet. The project will also have a renewable energy component with the installation of a 5 kwh hybrid Solar Photovoltaic System.

It is expected that students from the technical wing (Architecture, Construction, Carpentry, Plumbing and Electrical) will get hands on practical experience during the implementation phase of the project. The proposed Contractor will be asked to facilitate this activity.

The scope of works includes:

  • Construction of a reinforced concrete and timber Gazebo,
  • Refurbishment of Student Lounge 
  • Procure, fabricate, install furniture and fittings for Gazebo and Student Lounge
  • Plumbing and Electrical installations, to include Air Conditioning systems
  • Surface finishes – tiling, painting
  • Installation and commissioning of Solar PV System 

Grand Fond Playing Field Enhancement

This sub-project is located in the community of Grand Fond in the south east region of Dominica. The existing playing field is plagued by water ponding/ drainage issues, and lacks minimum amenities to include a pavilion, change rooms for players, and washroom facilities. 

The proposed concept is to rehabilitate the playing field in phases. This initial phase will focus on the playing surface, addressing the drainage concerns, leveling, grassing, construction of a pavilion, and improving the overall ambience of the playing field. 

The scope of works for phase one includes:

  • Subterranean drainage
  • Backfilling and leveling
  • Grassing 
  • Construction of a pavilion to include washrooms, change room for players and minimum capacity seating for spectators

Castle Bruce Playing Field Upgrade

This sub-project is located in the community of Grand Fond in the parish of St, David, Dominica. The existing playing field is plagued by water ponding/ drainage issues, uneven playing surface, and lacks minimum amenities to include a pavilion, change rooms for players, and washroom facilities. 

The proposed concept is to rehabilitate the playing field in phases. This initial phase will focus on the playing surface, regularizing the size of the playing surface, addressing the drainage concerns, leveling, grassing, construction of a pavilion, and improving the overall ambience of the playing field. 

The scope of works for phase one includes:

  • Subterranean drainage
  • Leveling
  • Grassing 
  • Construction of a pavilion to include washrooms, change room for players and minimum capacity seating for spectators

Basic Community Access and Drainage:

Pontonpi Link Road, Kalinago Territory

This sub-project is located in the Kalinago Territory in the East of Dominica; The road will provide an alternative route between the Kalinago Territory and the neighbouring village of Atkinson passing along the Fibaukati Ravine then merging with the Antrizle Road. It will serve as an alternative access route in the event of an emergency along the Hatton Garden to Castle Bruce main road. A portion of the proposed bypass road, about 400 metres, have already been excavated; however, the remaining section is primarily a footpath. Therefore, a paved concrete surface inclusive of drainage is required for the remaining 2 km, in order for the road to be fully motorable.

The scope of works for phase one includes:

  • Site Clearance
  • Earthworks – excavation, leveling, backfilling, compaction
  • Construction of retaining structures
  • Construction of hydraulic structures (drains & culverts)  
  • Construction of rigid pavement

Cana Heritage Park Road Rehab

This sub-project is located in the community of Capuchin, Parish of St John in the North of Dominica; The road will provide improved access to that section of the community and the the Cana Heritage Park. The existing road has a tarrish/ dirt surface and is approximately 1200 feet long. 

Construction of the road will complete the total road access within the community all the way to the Heritage Park. It will enhance the area and provide the residents and visitors an improved driving comfort on their way to the park. 

The scope of works for phase one includes:

  • Earthworks – leveling, backfilling, compaction
  • Construction of retaining structures
  • Construction of hydraulic structures (surface drains)  
  • Construction of rigid pavement

Tarreau Access and Storm Drains

This sub-project is located in the village of Tarreau situated on the West Coast of Dominica. The village is located in a valley which contains one (1) river adjoined by two (2) ravines, posing significant risk to flooding during torrential rainfall. The river would overflow its banks placing residents situated in low lying areas at risk to flood waters and debris flow.

A secondary problem is potential health risk due to a large volume of stagnant water which accumulates near the mouth of the river and several meters into the village along the river bed. This is mainly due to wave action which deposits sand at the river mouth thereby impeding the flow of the water in the river. 

The proposed concept is for the project to be implemented in phases.  The initial phase encompasses construction of river retaining walls, backfilling and leveling of the wall to create more usable space for an adjoining open space (which currently serves as a playing area for the village). The space created will also serve as additional parking spaces for the residents during inclement weather. Clearing of the river mouth and river training works to encourage free flow of water to the sea reducing the potential for stagnant water and the associated health risks. However, periodic maintenance will have to be undertaken to keep the river channel free flowing.

The scope of works includes:

  • Site clearance
  • River training works
  • Construction of reinforced concrete river retaining walls 
  • Backfilling and leveling 

Water and Sanitation:

Long House Washroom Facility

This sub-project is located in the second city of Portsmouth in the north of Dominica. The existing public washroom facility is in a dilapidated condition, and no longer meets the needs of the public. There is a clear demand for proper restroom facilities to improve public health, hygiene and comfort. The lack of accessible washrooms creates inconvenience, especially for visitors. 

The proposed concept is for the construction of a new public washroom facility at the Long House Port. It is expected to enhance public health, improve the visitor experience, and contribute to the sustainable development of Portsmouth’s waterfront.

The scope of works includes:

  • Site clearance
  • Demolition of the existing structure & disposal of debris
  • Construction of a new reinforced concrete washroom facility
  • Installation of doors and windows 
  • Surface finishes – tiling, painting
  • Installation of plumbing and electrical fixtures
